Toronto Misses Out on Housing Accelerator Fund Bonus Despite Efforts

Toronto missed out on the Housing Accelerator Fund (HAF) bonus, which was awarded to 27 municipalities across Canada for meeting housing development goals. The HAF aims to incentivize municipalities to accelerate housing production by removing zoning restrictions, expediting permits, and increasing density. While other cities like Vancouver, Edmonton, and Calgary received significant bonuses, Toronto did not make the list.
Despite receiving the largest HAF grant in December 2023, Toronto's progress has been mixed. The city achieved 37.5% of its target for new housing permits but still lags in fulfilling certain milestones, particularly in expanding affordable housing options and increasing density.
Although the city has not met all the required milestones, officials remain confident about reaching long-term goals. Toronto continues to work toward completing the initiatives outlined in its HAF agreement by 2026, despite not receiving the additional bonus funding this year.
